Parklands expansion given the go-ahead.
BY LINDSAY DENTLINGER (Cape Times - June 3, 2009)
THE LONG-AWAITED third phase of the development of Parklands, north of Table View, which will include up to 6 000 lower- to middle-income homes as well as industrial and commercial development on 335ha of farmland, has been given the green light.
The City of Cape Town gave its approval despite concerns from local ratepayers’ associations that the expansion would hinder any future evacuation of the area in the event of a Koeberg nuclear power station disaster.
In addition, the extra residents would compound already gridlocked roads.
Concerns were also raised about the proximity of the new developments to the 800m buffer zone around the Vissershok landfill site.
DBut the city said the original council-approved Koeberg traffic evacuation model would remain valid, and that the 16-hour evacuation time would not be exceeded in the event of further densification of the area.
A bridge over the Atlantis railway line, the Sandown Road extension from Gie Road in Parklands to connect to the N7, would improve evacuation times. Heavy industry would be required to negotiate with the city and the operators of Vissershok to determine the types of industry that would be permitted within the buffer zone.
Developers now have to await the approval by the provincial government for the rezoning of the farms to allow for a range of uses from residential, industrial and commercial to institutional, public open space and township.
In a report to the council’s planning and environment committee, the city said it expected about 10 000 homes to be built in the area during the next five to 10 years, and a further 30 000 in the next 10 to 20 years.

Industrial development is envisaged to the south of Sandown Road, while a noxious development zone is earmarked adjacent to the Vissershok waste disposal site.
